sci-medical/OpenIGTLink-9999: Add flags for v2 and v3

This commit updates the OpenIGTLink ebuild to include IUSE options for
v2 and v3 protocol versions. The CMake configuration options have been
updated accordingly, allowing users to enable or disable these versions
as needed. Manifest file has also been updated with the new ebuild file
size and hash.
