net-analyzer/weakforced: fix build with USE=-systemd

When building with systemd support disabled, the service files are not
generated, and the unconditional systemd_dounit calls fail. Only install
the systemd unit files when USE=systemd.

net-analyzer/weakforced: new package, add 2.8.0

Add guru to master repositories, as weakforced has a few dependencies
from this repo. Without this, pkgdev would complain.
