games-util/ips-pl: Fix Gentoo bug #701006.

This commit resolves Gentoo bug #701006 (https://bugs.gentoo.org/701006)
by trivially revising the "games-util/ips-pl" ebuild to leverage the
actively maintained "perl-module" eclass rather than the recently
lastrited "perl-app" eclass. This commit also bumps this ebuild to EAPI
7 rather than 5 and rewrites headers and metadata appropriately.

This ebuild erroneously patched the usage text printed by this utility. Since
such text was valid as is, such patch has been removed entirely.

games-util/ips-pl: Initial commit.

This is the classic IPS.pl script for applying IPS-formatted romhacks, seemingly
the only open-source Linux-compatible utility for doing so.
