dev-python: mass update PYTHON_TARGETS for pypy3_11
also includes the usual non-dev-python app-text/xlsx2csv and sys-apps/file
also remove terminaltables as the move to terminaltables3 is complete
at the time of this commit package.accept_keywords needs the following
packages unmasked from upstream for everything to work happily

=dev-python/matplotlib-3.10.1::gentoo
=dev-python/pythran-0.17.0-r2::gentoo
=dev-python/ipython-8.34.0::gentoo
