sci-electronics/ghdl-bin: del r0, add r1 with fixed install and EAPI=8

The previous installation installed everything into /, which violated
some standard directories.

sci-electronics/ghdl-bin: Add QA_PREBUILT

Since this is a bin package using the precompiled binaries provided
upstream, this commit adds the yet missing QA_PREBUILT to indicate that
we have no control over stripping, CFLAGS, etc.

Fixes #61.
