net-proxy/MTProxy: drop 3.0.4, add 3.0.4-r1

Fixes a bunch of QA issues. This package is
not CLANG compatible so tinderbox will generate
new bugs at some point.

Adjust flags patch courtesy of Anna in
https://bugs.gentoo.org/658542

Initscripts should be added at some point.
