games-strategy/widelands: Fix building against >=dev-libs/icu-61.1

This commit includes the following changes:
* Fix building against >=dev-libs/icu-61.1 while still being able to
build against <dev-libs/icu-61.1.
* Add proper handling of the icon cache and the desktop and mime
databases.
* Remove manual installation and instead fix the build system.
* Remove installation of doc files into /usr/bin.
* Fix all repoman errors and warnings.
