dev-python sync pypy3 compat from upstream

that happy feeling when upstream adds pypy3 compat so you can delete
those ebuilds :D

dev-python pypy3 and 3_10 compat fixes

also fixed pyzmq ebuild to no longer depend on cffi since newer version
of pypy3 include a modified version of cffi (see the cffi ebuild in the
main tree for details)

a few new ebuilds were added and a few old ones were removed reflecting
shifts in dependency trees over time
