dev-cpp/sprout: no KEYWORDS in 9999 packages

You might want to add a static ebuild as well.
You can do this by downloading a specific commit from github,
and naming the ebuild $-0_pre$.

See media-tv/droidcam for an example of an ebuild that
fetches a specific commit from GitHub
