data-biology/sckan{,-scigraph} added, add data-biology category

this is the start of an experiment for using portage and overlays to
manage dependency trees for reproducible scientific data analysis,
specifically the datasets that they take as inputs

currently just a skeleton, but maybe a stub use flag and a central link
farm or something like that to regularize where data is stored so that
it is easier to discover the location and configure it correctly
